I can see the benefits of this, certainly.

If this is the direction, then when a guest makes a purchase, doesn't have an account, and pays as a guest through paypal, can that transaction ever have a claim? Can the guest leave FB for the seller? If there is a claim, who pays the claim? Ebay or the seller?

I'm asking for a situation that seller provides a tracking #, and "guest" isn't satisfied with the purchase.

Will this apply to cross border transactions? And if so, does that mean that all of those packages will also need a tracking # as well? Will a confirmation of shipment such as a customs form# accepted by the post office be enough?

I'd like to hear the answers to this as well. I know you don't have to have a Paypal account to use Paypal to pay. I wonder if ebay will do the same thing.

I believe guests are already allowed to purchase without an account in some instances.

As far as I know the way it currently works is NO feedback/DSRs can be left UNLESS, the buyer creates an account, than they can do it [like if the transaction goes south].

I assume buyer complaints would be handled the same as for member buyers.

I believe the person will have to register on eBay and then file a claim.

but since many of them won't be too happy, they may decide to just file a chargeback with the CC company instead.

True, since its a consumer right to file one. Most people I know don't even know what a chargeback is.
