eBay Resolution process when the buyer didn't use PayPal to send payment?

The eBay Resolutions FAQ page states...

"With the new system, when a buyer begins the dispute process and indicates they did not receive their item or the item received was different than described, they may be given the option to call eBay - regardless of the payment method used in the disputed transaction."

My questions...

1) When a buyer pays using money order or personal check and the buyer doesn't receive the described item, will eBay refund the buyer's payment? If yes, how will the buyer be refunded... paper check?

2) Same question for when the buyer used one of the other (Moneybookers, Paymate, ProPay, merchant account) electronic payment methods... how will the buyer be refunded.

The eBay Resolutions FAQ page states...

"If five business days elapse without a response or a refund to the buyer, eBay will refund the cost of the item and shipping to the buyer and, when appropriate, seek to recover transaction funds from the seller."

3) How will eBay recover funds from the seller if the buyer paid using money order, personal check, Moneybookers, Paymate, ProPay or the seller's merchant account?

Hi sandypurins,

If the buyer uses a payment method other than PayPal--any accepted method--and the transaction wound up getting refunded, they would receive an eBay coupon. (Buyers who paid via PayPal would get a refund direct to their PayPal account.)

Regarding recovery of funds, we're currently evaluating various methods of working with sellers on this process. We'll have more details shortly.

WOW!!!! So no matter what payment method a seller accepts NONE will be safe from buyer fraud.

Even a cashiers check from a buyer on a very expensive item will be subject to a FULL REFUND at the sellers expense if the buyer returns an empty box.

Nothing will be safe from buyer fraud any longer on eBay.

That is amazing!!!

Hi Clay, Thanks for the prompt response. Based on your response, is it correct to say that when a buyer pays using money order or personal check for an item in a category where the seller is not permitted to offer paperless payments, the buyer will not be able to file an eBay buyer complaint?

You're dodging the question. The OP asked about checks and money orders. There is this grey area here, created by eBay, whether checks and money orders are an "accepted method". Answer the question directly, please.

Hi ted_200, Money orders and personal checks are eBay permitted in certain categories. The eBay "Accepted Payment Policy" explains which categories can offer money orders and personal checks.

I assume then ebay will require a buyer to prove they paid with a money order?

ie How will eBay prevent someone claiming they paid by money order and never received their item when they did not pay at all?

Yes, I know. But there is also this business where you can't offer checks and money orders in most categories, but you can accept them if the buyer requests it. These are the checks and money order payments I thought you were asking about.

So, I guess that constitutes two different questions. Sandy's which applies to situations where checks and money orders were "offered" as an option in categories where that is still allowed. And mine, which applies to situations where checks and money orders were used at the buyer's request in categories where the seller was not allowed to specifically offer to take them.

Good question. Will eBay require the buyer to provide proof that the seller cashed the paperless payment? How much will it cost the buyer to obtain such proof?

I don't know if this question has gotten lost but I would still like to know how eBay will determine that a buyer did in fact send the seller a money order or check and that the seller did cash one.

Getting proof a money order has been cashed can take 45-60 days. Some companies will not even search until the money order is 30 days old and the search can take 2 weeks to 30 days. Will eBay wait 60 days for a buyer to produce the documentation that the MO was cashed or just take the buyers word for it?

A good number of buyers in the categories I sell still prefer to use MO's for payment. Does this new policy mean the only way I can protect myself from a buyer claiming they sent one is to out right refuse money orders under any circumstance and not even open myself up to a buyer claiming I cashed one when I did not?

Hi sandypurins,

We will be covering all eBay purchases regardless of payment type. However, the buyer will need to adhere to eBay's Accepted Payments Policy in order to be eligble for a refund when filing a claim.
