I sold an item I do not have. I will email the buyer that I will refund there full payment with my apologies. How do I get my fees returned after I refund the money? Thanks, Ray

Sorry to say, if you listed it and sold it but didn't actually have the item to sell you are stuck with both the listing and FV fees. There are no refunds for errors; in fact eBay may suspend you for trolling/violating policy. Best to suck it up as a learning experience and move on.

Please see link above-

I have purchased several items in my years on eBay where the seller couldn't complete the transaction for some reason or another.  It is important to write them a letter of apology and refund all their money before doing this process.  Also, explain that you will be sending a cancellation request through. Once you do that, the buyer has all the power.  If they decline your request for cancellation, you will be stuck with the fees.  If they accept, eBay will return the fees and cancel out the transaction.  It is important to let the buyer know that the cancellation will have no impact on their account and will not affect them negatively in any way.

As you will see on the link above: possible reasons for cancelling a transaction include: item is lost or broken, you made a mistake when listing the item, or you can't complete the sale.

Hope this helps.
