I recently sold to a buyer in Italy and he received items and then demanded I pay for the custom fees because I put the correct amount on the  custom form ,I asked why he accepted the item if he had to pay for it and got no answer. he said in a email I should have put "worthless"as the value on the customs form , I told him to send back the items and I would refund his money, again no answer , he kept telling me he would open a case with pay-pay and e-bay if I did not pay 68.00. I kept all his e-mails and finally paid him 55.00 and blocked him, I have been selling for ten years and know that if I report him to e-bay they will find some way to blame me for being honest and side with the buyer, I once had a case refused because I used CAPITAL letters in an e-mail.They said the customer was wrong but I should have not yelled at him, so I keep a negative feedback and learned a lesson ,So it was worth 55.00 to NOT get two negatives.

The customer is responsible  for any customs or duties owed in their country when shipped internationally.  I don't see how paypal would have sided with the customer in this situation.

 

But, to be covered, I would suggest adding a note in your policies that "any and all customs and/or duties charged when arriving in the customers country are the responsiblity of the customer to pay."

you should have just let him file a case with paypal, cause he would have lost!  I had the same thing selling silver bullion overseas to spain, and customer wanted me to pay the 74$ customs fees. first thing I did was call paypal and spoke with a rep, and they advised me that customs fees are the sole responsibility of the buyer and not the seller. as long as you have signature, or registered mail, some sort of proof the item was delivered. your in the clear.  use this for future sales, YOU are not responsible for their customs fees.
