Yes, an answer would be nice.

I just had this happen. Buyer started complaining of non-delivery within a week of sending it out. I told him to be patient. He filed a INR. After 10 days, I had to refund him through the dispute panel.

A month and a half later, the buyer actually contacted me to say he was an honest guy, the item had arrived that day, was indeed postmarked the day I said I'd sent it, and he would re-pay. But he never did re-pay, I've reminded him twice now. This was a PayPal deal. Since someone from PayPal is around this board...

Can PayPal force this guy to pay me again? Is there ANYTHING PayPal or eBay can do to get me paid, or is it just "too late, so too bad"? He admits he has the item. PayPal forced me to refund him.

Hi forgottenape / all,

Here's how the overall process works for reviewing buyer claims of item not received. We'll take into account expected shipping and handling time based on shipping method, plus a reasonable cushion that may vary based on the shipping method. If the buyer's claim arrives before then, we would tell them to wait. If the buyer's claim arrives after, we would ask the seller for proof of delivery before holding the claim against the seller.

If the seller provides proof of delivery and it shows the item was shipped promptly but it arrived beyond our date plus the cushion, then we'll likely find the seller not at fault and refund the buyer ourselves.

In general, shipping with delivery confirmation or tracking--and uploading the info to eBay in a timely fashion--is best practice for avoiding item not received claims.

Why are you guaranteeing a deliver by date?

I can understand refunding for shipments that are truly lost.

What's the point of refunding for items that arrive a little late?

Hi buriedbybooks,

We will be providing delivery estimates but not a guaranteed date. If a buyer submits a non-receipt claim, it's likely well beyond typical transit time for that shipping method. Should eBay be able to determine the item will arrive late we won't necessarily issue a full refund. For example, the buyer may be satisfied once they know the item will arrive. In some cases, we may issue a partial refund (e.g. shipping charges) to make up for the inconvenience.

Regardless, as I mentioned earlier, if the seller provides proof of delivery and it shows the item was shipped promptly but it arrived beyond our date plus the cushion, then we'll likely find the seller not at fault. In addition, if the buyer's claim arrives before the estimated delivery date, we would ask them to wait.

Sincerely, Scott Loper, eBay Buyer Protection

"...we'll likely find the seller not at fault."

I see that line being thrown around here quite a bit. What does that mean? You won't take their money? You won't sanction their account for a bad transaction? And... what do you mean by "likely"?
