I notice it says that it will not count against you if a dispute is open.


"Opened cases: Cases your buyers opened in the eBay or PayPal Resolution Center that pass checks for buyer abuse or fraud. PayPal disputes are not counted until they are escalated from a dispute to a case."

as of right now a buyer could open a dispute and immediately escalate to a case will this be changed to allow the seller time to respond before the buyer will be allowed to escalate?

It would seem that would be the easiest way to control being sure the seller is working with the buyer.

ok ebay gets a 1 on communication because I cannot get this stupid question answered!

geez I treat the people who pay me way better then you (ebay) treats the people that pay them.

Maybe you should work ON YOUR communication skill before chastising us about ours?

I also want to know how fraud will be monitored as this claim was made before and actually proving it to ebay takes hours of sellers time and usual results in no solution.

A buyer can now easily threaten to open a case if a seller doesn't send money etc. Is this going to be monitored better?

I'm all for better buyer protection but maybe while you are doing that you should also worry about seller protection. Monitoring both sides will this be done or is this just more talk that won't really happen?

Too bad a Pink wouldn't answer your question because I'd be interested to know the answer too.

You're right - now a certain kind of buyer can threaten a bogus dispute right off the bat knowing a seller is penalized even further.

There's only two possible reasons why you haven't received a response.

1. They don't have a good answer, and don't care. So rather than give you lip service, they just ignore you.

OR

2. They don't have a good answer, and are discussing this to come up with a reasonable solution.

I'd like to bean optimist, and think it's #2. Perhaps they will consider requiring the buyer to communicate through My Messages, which will give eBay an easy way to verify that the communication really happened, and that the buyer gave the seller a reasonable amount of time to respond and resolve.

If you don't get an answer, I'd suggest you call into the Town Hall today. Check the first post in this forum for the phone number and time. If enough people call in with this question, perhaps they'll realize that this is a significant issue to sellers, that they can fix easily, with limited impact on the buyer.

This makes sense for everyone. Hopefully, they realize that, and are just talking it through to make sure it really DOES make sense.

DON'T JUST COMPLAIN! DO SOMETHING! CALL THE TOWN HALL.

On PayPal: buyers must wait at least 7 days from the date of payment to escalate a Dispute for an Item Not Received (INR), unless the Dispute is for $2,500 or more. Only item not as described claims can be escalated immediately.
The eBay resolution process differs in this regard and buyers must wait for a response from the seller in the resolution center or at least 7 days from the claim being opened (whichever is first) to escalate the claim

Great answer but NOT what she was asking. She's asking if we get time AFTER the claim is filed to respond BEFORE they escalate it. ANY CLAIM. Seems to me if buyer files a not as described claim at 12:00 they can escalate at 12:00:01, no waiting time necessary.

But there SHOULD be time for the seller to respond especially now that it is going to count AGAINST us.

exactly if ebay is going to roll out this horrible new idea the best way to show the seller is willing to work with the buyer is by requiring a certain about of time before it can be escalated this would allow the seller time to communicate with buyer if the buyer did not communicate before opening the dispute. This way the seller can catch it before it becomes a claim and counts agains them.

I know what the rules are now I want to know how they are going to be changed to protect the sellers from fraud. you do everything to protect the buyers and you claim you'll help sellers but from what I've seen on the boards sellers have to report, report, report and then half the time still get ZERO results If you claim you are going to try to prevent fraud by buyers I consider the required waiting time FOR ALL DISPUTES a good start.

Really?!?

I've read about tons of cases where ebay refunds the buyer during the initial phone call without even giving the seller a chance.
Then goes after the seller for the refund.

I feel like we are all in kindergarten. A handful of sellers are bad so ebay punishes all sellers with silly rules instead of just going after the bad sellers...seems to me it would be easier to just get the bad sellers off ebay without driving away 1000's of good sellers and even more buyers(traffic at 6 yr low in march 2010)

Instead of putting everything on sellers maybe ebay should get a little better with their customer service and get better and going after bad sellers.

I have never had an item taken down when I have reported it even if its something as blatant as bootleg dvds or $20 shipping for a 5 ounce item.

does seem it would be a ton easier then all this complicated stuff they are doing. Leaving it in the hands of a buyer just opens the way for fraud in the other direction. One way or the other they will have to police this site.
