In my experience, yes, you can completely remove green. I've seen dolls that had green spreading into the paint and hair and seen all the green removed. I've completely removed the green from a number of dolls. The only treatment I've seen that will turn the area brown is Tarn-X. But it is true that not every doll will degreen. Fashion Queens, for example, are notoriously difficult to degreen, as are some swirls.
If you've been using benzoyl peroxide to degreen, it's no wonder you haven't had great success. It works wonderfully well for ink stains but is not by any means the best treatment for green.
As for RemovZit, I used to use it for green ear. It worked pretty well, but after it destroyed the hair on a White Ginger bubblecut, I stopped using it.
