They really aren't mini Barbies, they're Kelly, who is Barbie's little sister. She also has a brother the same size whose name is Tommy. He and Kelly have appeared together in some sets, like Batman and Catwoman and Grease.

I think they came out in the 90's as Barbie's little sister- I saw them first while shopping for my daughter's B-Day gift- I was planning on a starter collection of Barbie but when I discovered these cute little dolls I ended up buying a playground full of them for her- (not lost on me was my daughter's 5th birthday and these dolls represented a child of about 5)- I had more fun than I care to admit putting the playset together for her BTW- But I recently discovered there is a market for these sweet little dolls- As a foot note my daughter still has a number of these dolls left, but at last count-Mom has triple the amount in her own collection:P
