I know the errors on Beanie Babies tags refer to what is written incorrectly on them, but I'm also wondering if an extra piece of tag is also considered an error.

I'm sure it was a mistake by the person who added the tag. Mistakes of this type do not seem to add any value or increase interest in a particular item - it's just a spare piece of paper. Most errors are not of any particular significance and usually detract from the value. This type of mistake - no big deal. Just a tagging mishap.
