If you do a search on the board for cleaning stuffed toys/bears, you can find some past threads that go into detail on surface cleaning. In short, take a bowl of sudsy water (Woolite or Dawn dish detergent) and use a clean cloth to gently rub it into the mohair. Then use a bowl of water and several clean cloths and gently go over the bear again, "rinsing." You may go through several cloths and several bowls of water. If you are skillful with a needle and thread, you may want to repair the tear; otherwise, leave it for a future owner. I can't comment on value as you didn't post a picture and I don't know what it actually looks like or what condition it actually is in.
