I have a buyer who asked what the combined shipping would be on a 2nd item they bought. But they've now paid for the 2nd item with the full shipping cost (and the first item with full shipping cost). Is the best way to fix this to refund them the 2nd payment and then send an invoice with the revised shipping? I assume refunding the payment won't auto-kill the whole sale.

With eBay’s new everyday rate plans, you get from up to 150 to 2,500 FREE listings* per month—no insertion fees, auction-style or fixed price—with an eBay Stores subscription. You pay a final value fee only when you sell!
