Crazy how unfair eBay is now to sellers...

Ok, here is me scenario.
Paypal/Ebay selling guidlines are as follows. In order for a seller to be protected under seller protection, all shipments must have a tracking number. Also, international shipments only qualify when shipped Priority or Express mail (because these are the only way to track USPS international).
All of my auctions have the cheapest option for shipping Priority International which is flat rate envelope of $10.95.
I had a guy who emailed BEFORE he bid asking if I would do cheaper international shipping, for $3.00. I told him because of ebay policy etc I could not. He bids anyway. After the auction I send him an invoice. He says he won't pay the $10.95 and will only pay $3.00. I told him I can't ship, under eBay guidlines for under $10.95. He refuses to pay. I file the non paying bidder stuff, etc etc. He leaves me a negative. I call to have it removed and eBay says they won't remove because under their guidlines he is still trying to pay, just at a negotiated rate. WTF?? So, as a seller, people can just bid and bid and then they can tell the seller what they are going to pay, after they already won the freaking auction and thats ok???
I was on the phone for a half hour arguing, and even though the customer service rep knew I did nothing wrong, and that it wasn't fair, the buyer was manipulating the system and there was nothing she could do about it.
UNREAL. And eBay wonders why they are losing sellers and market share to other sites.

And that is the primary reason for me only doing store inventory. They want it, they buy it, they pay for it. Case closed. Everyone wants to do better for themselves no matter what it costs you. Unless you are desperate for money, it is far better to stand your ground, stick to your guns, etc.

This is a new one on me. I never heard of such non-sense! Thanks for sharing and I will block this guy from buying from me. Is there any way you can negotiate that neg with him and have it removed? Good Luck.

Seems that would only work if you had Immediate Payment Required on all items. Otherwise, you'd be susceptible to the same scenario as the OP.

OP - Trundle on over to the Seller Central board, for possible tips. Negative from a NPB should not stand. You need to turbo this somehow. Try griff@ebay.com, as well.

If they have not paid, they have not paid. They are a non-paying bidder.

Unless you're leaving something out or the rules have changed significantly, you should be able to get that removed. Good Luck! Keep us posted.

On another note, many sellers are willing to risk the $8 loss to save their buyers $8 in shipping.

How many times are you going to have to eat the cost of the card, compared with how much more international business you drum up?

That said, where do you draw the line. Say, a buyer wants a $30 card mailed first class..? Or four $8 cards. It does get complicated. It is much simpler to set your price and not negotiate each $8 sale, as it seems is your MO.

But your prices are clear. $10.95 to belgium. If he isn't willing to pay that, you might get it removed.

The technical requirement has always been that you get the neg removed if a buyer fails to respond to a reminder about an unpaid item. The buyer responds saying he won't pay, and you're left with the neg, in many instances. BUT there's always a higher authority. A half hour arguing probably isn't enough. It's taken me that long just to get a $2 FVF back in the past, where a NPB replied, but didn't pay. But I got it. Most sellers would rather lose $2 than have a neg.

I thought there was no tracking on Flat rate envelope.
Only on flat rate box or regular priority box.
I lost $250 on an iternational shipment 3-4 years ago because there was no tracking or DC on the flatrate envelope. I stopped int. shipping after that.
Or is there tracking now?
I used the paypal Int. shipping forms and labels

For flat rate priority envelope stateside I use a delivery confirmation form "PS Form 152".
For outside of the US there is a small green & white customs declaration form "PS Form 2976" which has a number that allows you to look up your envelope online at USPS the thing that is annoying is that the information is not always updated on the site, I have packages that were delivered weeks ago and when I plug in the number the status on the package still just says accepted at my local post office. I was also told that outside of the US you can not use the delivery confirmation or signature confirmation forms on any packages which is yet another drawback.

Once the UPI dispute is closed the neg should no longer count.

If it does, call eBay and explain you have a neg from a NPB. Don't mention him trying to haggle, leave it simple. "He entered a legally binding contract and refuses to follow through. Please remove."

That should be all you need to do.

Also,

there's no tracking on flat rate international priority envelopes or boxes.

The difference for me is that the purchase price and shipping are clearly stated in the invoice and they are not open to negotiation. The buyer either pays or I cancel the transaction. When the buyer receives the request to cancel the transaction, he can either agree to cancel or pay the invoice -- no in-between as far as I have experienced.

The OP had clearly stated shipping terms on his item, as well, with no haggle room. Bue buyer bought the item, and then tried to haggle the shipping.

The Cancel Transaction scenario may yet work for the OP, however. Not quite sure if one can open a Cancel Transaction request after one has already filed a UPI (NPB).

Perhaps the OP ought to have filed a Cancel Transaction request instead of a UPI, initially, as they did not agree on terms.

Are you certain, dweb, that the buyer is presented with a scenario in which they must agree to cancellation or pay up?

Cuz, that's always been a prob with NPB process. If a buyer responds to the report, the seller is on the hook for feedback and the FVF, even if the buyer responds solely to say "i'm not paying" or even stating incorrectly that he/she has paid. I'm wondering thether the buyer is presented with an Immediate Payment Required scenario when not agreeing to cancel a transaction.

OP - Do not leave any feedback for this buyer yet. Leaving a false positive or anything which would reflect poorly on you could hurt your chances of getting the neg removed.

I haven't had a chance to call eBay back yet. Not looking forward to arguing forever again. Almost thinking about just chalking it up as a "cost" of doing business under eBay's now policies....

I was under the impression that once a NPB was filed the buyer could not leave a negative... am I incorrect?
