In most browsers you can stop animated gifs on the current page by pressing the Escape key.

 

Some browsers also have ways to turn them off permanently. For example, if you use Firefox go to about:config, search for

 

image.animation_mode

 

and change it from 'normal' to 'none'. That will stop them animating on all websites.

 

Another option, if it's just one image or a few different images that you want to disable (like those annoying animated smileys that some users post), is to block them using an ad-blocker or other content blocking tool. That way you won't get to see them at all.

Press the Escape key. See if that works for you.

The "Ignore" button is also very handy.

The Board Usage Policy does address the restriction of (not specifically named) animated gifs and restricts them when used in signatures to only boards where the favor of the board allows it.  There is no (that I can find) written policy restricting animated gifs in post bodies (although maybe there ought to be.


Our country's #1 export? - Money! (think about it)
