I have been trying to ask questions about the item that I'm interested in, but there is no avenue for me to do that.

 

Can anyone help?

 

Also, if the seller misrepresent his items (ie. the title and description of the item is not what is intended to be - example, seller states item is Lego, but the item is actually not Lego, but Megablok, etc.), is there no recourse for the buyer, other than returning the items to the seller? The buyer has to pay for the shipping which he should not even incur the cost in the first place if the seller states that the item is Megablok, etc.

Sellers have the ability to block buyers from asking questions.  If you don't see the ask a question link at the bottom of the description, this means your seller has done this.

 

eBay currently won't force a seller to pay for return shipping.  I suspect that will be changing soon.
