Can I log onto someone else's router/network? Do they know if I do? If the network is unsecured, meaning that no password or encryption key is required, then yes you could log on to the network and use their internet bandwidth. Since the owner of the network didn't take the affirmative step of securing their network, you aren't doing anything illegal by using it. They wouldn't be able to find out if you're using it anyways. After all, if someone isn't even smart enough to enable basic WEP security, the odds that they're going to be smart enough to run the router's MAC address accessing report and then be able to interpret that information to mean an unauthorized person is using their network is slim to none. If the network is secured, you could still hack into it if you had the time and inclination, however if discovered, this could lead to criminal charges for unauthorized access to a computer network, theft of services, etc. Of course there are ways to cloak your presence, to reduce your chances of getting caught. However, if all you're interested in is internet access, it would be much cheaper and easier to sign up for your own DSL or cable internet service.
