Lets back up a bit.

Sellers ultimately have 30 days in which to ship.  Anything later than stated handling time is late but still allowable. But do remember that if this is a new seller he/she cannot "take" his/her paypal payment anyway as it will be on hold. So tehy are probably confused

Payment on hold is never an allowable excuse for delay of shipping as sellers are required to ship when the payment hits their account, not when hey can get their grubby little hands on it.

So the three times you contacted the seller, did any of them calmly explain the no wait on funds rule or was it just "Where's my f-n package , doofus?"

And how do you actually know the item has not shipped?  Unless a seller buys DC AND posts it  a buyer will never know where or when a package is until it does or does not arive.

You WILL get 100% of your money back. But you may need to open a case after stated delivevy window. What doe sthe listing say?
