I am hoping that Ebay is in the process of revamping feedback. They know it doesn't work the way it was intended to due to a minority of mad at the world ppl, scamming buyers & sellers & down right theives.

Hoping it will be revised sooner rather later.

In the meantime you can contact Ebay and let them know your concern. You can report this buyer and Ebay can investigate to see if buyer abuses the policy.

If everyone would just be reasonable, there should never be a need for negatives or neutrals but this reality at leat for now.

I'm in total agreement with you. I just had a guy bid and win a tablet I was selling and he did not pay and will not answer emails. What's with this crap not being able to leave negative feedback on a deadbeat buyer yet they can destroy you with negative feedbacks? They are out to destroy their site with all the BS fees they charge and all the restrictions they put on sellers. I don't see how a lot of these sellers can make a decent profit with a fee charged for every little thing you list. Then on top of that to charge a fee on your shipping charges, that is way out of line.

the sellers have only themself to blame giving a NEG for A NEG back when the seller could leave feedback .only the buyer can leave a NEG will never change GOT IT .NEVER  reason sellers on most sites cannot leave a neg or feedback at all.so where every you go its the same ..the buyers are just getting even with the sellers now a days .e-bay should let the seller leave a neg for non payment with out getting return feedback BUT that also will never happen as the buyer is KING .NO BUYERS  no profit for e-bay and lets face it sellers are a dime a dozen .buyers are hard to come by now a days

I know this is very frustrating.  Just don't sell to an international bidder.  I refuse to.  It is too messy and costly.  Had a guy one time from Japan who wanted an item I was selling.  I told him NO I don't sell internationally.  What does he do...he goes to a company that will bid on an item on ebay and then win and it goes to the international bidder who wanted it.

I had a horrible time with that company who did this I had a list of criteria that I had to do for them to send the item and then they sort of threatenend me with negative feedback if I did not comply.  So, I now block this company from bidding on anything I sell.  Never again will I put up with this.  I make it clear I only sell in the United States borders.  Hope you will also.

I quit selling in May after an international buyer TOLD her post office to not deliver (recorded on the tracking info).  Payapl TOOK the full charge form my bank(including the $50 shipping).  WHile I got the item back (small wonders) I was out $50 because the buyer decided she did not want the item after all!!

This was a cheap lesson to someone who was one of the first 600 to register on eBay (kept my original PW of 612 until about 3 years ago).

I will not be one of those selling a gold cased watch for $4000 only to be told to accept a return, recieve an empty box and be told I am out the watch AND the money.

In 14 years I had one true case of buyer fraud where someone had exchanged a part I charge $1200 to make and tried to convince me I had sent him a defective timepiece (he was a "watch repairer" who needed the part to replace one HE had broken).  If this happened today I would be totally shafted.  And today,  the environment ENCOURAGES this kind of fraud.

I just spent two hours looking to buy stuff; all junk!!!  I suspect that in many categories some of the most active buyers used to be the most active sellers.  Lets see how many $35 tools from china get sold even IF they list the same item 50 times in one week!

I strongly suspect this will cause a resurgence in the NAWCC Marts; which eBay had killed.  I want buyers who pay on the spot and can not say they failed to understand the terms or cost me shipping because of their self centeredness.
