Open a UPI Case....

Doesn't seem to fit this case...

...said that he would not return the item...

Don't think the seller would have shipped the widget if the buyer never paid.

what do i do

Just do what ebay/PP are going to force you to do...sounds like buyer is claiming a SNAD - whether it's a "buyer remorse" case or true SNAD.

Dear buyer,

Sorry for your disappointment. Please return the item for a refund of your original payment.

Thank you,

seller

If the buyer refuses and continues to attempt to get you to participate in a dialogue exchange...just keep replying with that same message. "Arguing" with a buyer is a waste of your time/energy. You're offering the identical end result that ebay/PP "Buyer Protection" gives a buyer.
