Help with identifying Military uniform

Hello.  I have this old photograph that I was trying to identify the gentlemans uniform and time period.  I I was guessing it is maybe French military with the stars on the shoulders etc.  Would someone be able to help please?  Thank you.

It looks like a French Gendarme's uniform.

It is not a French Gendarme's uniform. They use grenade badges on the kepi and uniform. This uniform has crossed rifles so this unfiorm would be infantry or some related branch. I do not think it is French at all. France like most European countries uses infantry bugles for infantry insignia. Based on the crossed rifles my first guess would be Finland. It could also be from South America or Central America where several countries used rifle insignia.  Let me research this a bit more.

Is there a lady sitting to his left?  Her dress might be a clue.

This appears to be an officer from about  1890s to early 1900s or perhaps as late as 1930s.. He wears officer rank straps with stars for rank. I am sorry but the reference books I have at home are too light in this area to identify this uniform. Norway is a possibility because they used stars for officer's rank. Except for generals, the use of stars for rank is not too common. The issue for me is I don't have much information on Centeral or South America for this time period and I hate to base my opionion on the 1920s and up where I have more information. Hopefully some one else will know more than I. Good Luck on finding your answer.
