Ebay wont let me feedback a very late item

I have been waiting for this volleyball to arrive, shipping from Honk Kong, took about a month I think. (ebay wont even let me see the items I have purchased recently, I dont know why the *** why)
The item is not as described -volleyball is smaller than the professional one described, and as mentioned, took extremely long to ship, certainly more than a month.
I need to leave (negative) feedback to this seller, what can I do?
If there is no simple option, I will go as far as to contact ebay directly etc. For the buyer community I suppose.

Feedback is the very last thing to do and you have 60 days from the sale date.

You should file a SNAD (Significantly Not As Described) claim within 45 days of the sale date. If PayPal find in your favor you may be required to ship the item back on your own dime, but you would get a full refund of the amount you paid originally, including the original shipping fee.

Click on Resolution Center at the bottom of most eBay pages to file.

If you are not seeing your won items in your My eBay won page, check that you have the view option, at the top of the list, set to 60 days.

Also if you want to view the listing on your items WON page then click the link below and go to your WON page.

Once you get to the page locate the box that is labeled PERIOD click the arrow to the right side of the box and select Last 60 Days from the menu and your item should reappear.:)
