how to handle a delequint seller any advice?

Heres my question on the 29 of October of this year i purchased some memory from a seller on ebay he has a 98% rating but in the last month this person has received 9 negatives for not getting product out i don't like leaving negative feed back but i was wondering i sent an email to them today i was wondering how long i should give this person . also it say this person is no longer a registered ebayer if i don't hear back from them is there any actual way to get my money back. any and all advice is greatly welcome thanks . File a chargeback now with Paypal.

Don't waste your time hoping a NARU seller will refund you. Let Paypal refund you.
