Any seller who requires a
confirmed address is not up to date on the requirements to retain their PayPal seller protection.
All an
eBay seller has to do is ship to the address on the PayPal Transaction Page. Requiring a confirmed address adds no further protection.
Just move on to a seller who knows the correct requirements. or if you particularly wanted the item you could, in as friendly and non confrontational manner possible send them this

Question : Can I ship to unconfirmed addresses?
Answer :
Yes, the transaction must be marked eligible or partially eligible for Seller Protection on the Transaction Details page.
* If the transaction is marked eligible, protection for both Unauthorized Payments and Item Not Received will apply. If it is marked partially eligible, protection for only Item Not Received will apply.
* Items sold on eBay will be marked eligible even if the shipping address is marked unconfirmed.
* Generally, items sold on websites other than eBay will be marked eligible if the shipping address is marked confirmed and partially eligible if the shipping address is marked unconfirmed.<<< The only reason a seller might be concerned enough to require the confirmed address is, per eBay, at this

Although the vast majority of unconfirmed addresses are not fraudulent, PayPal offers confirmed addresses as an additional layer of fraud protection. Confirmed addresses help guard against stolen credit cards and identity theft. For example, a credit card billing address is confirmed because PayPal can check that the address is the same as the address on file at the credit card company.<<<
Good luck finding items you want to buy from sellers who will ship to you.
