USPS Delivery Confirmation a scam

Got burned by another wonderful eBay seller. After a month, my item never arrived. I went through the PayPal claim process just to have the case quickly closed in favor of the seller. Why? The seller had USPS Delivery Confirmation. The problem is that the package was never delivered to my address. After spending some time at the Post Office, I'm advised that Delivery Confirmation does not ... I repeat ... not ... record where or to whom a package is delivered. Here in lies a possible scam. Seller sells item on eBay ... seller ships an empty package to the Zip Code of the buyer. Delivery Confirmation says an item was delivered to the Zip Code and nothing more. PayPal is satisfied ... Seller is ecstatic ... buyer is out cash and item, swell.

Moral of the story ... be sure you know who and the character of the person you are dealing with. Be sure to ask the seller questions to get a feeling for their character before bidding on their items. And Do not expect the Buyer Protection guarantees to actually help you, they do not.

You were lied too. When a package is scanned as delivered it includes the Street Address it was delivered too(or I should say the exact street address it was ADDRESSED to), so what you propose is actually not a possibillity to become a widescale scame.

What is possible, and the only plausible explanation for you to lose a Paypal claim, is that the Package was in fact scanned as delivered, which means one of two things.

One, it WAS delivered, and then either stolen from your mailbox, or picked up by a family member, neighbor, etc. It does happen, and it wouldn't hurt to ask around to see if anyone has seen the package.

Two, your carrier scanned the package as delivered and then left it at the wrong address. Again, it wouldn't hurt to ask your neighbors if they've gotten any packages with your name on it.

Call your credit card company and do a chargeback.

There is another one possible to the 2 OSP1973 mentioned.

third, the mailman scanned as delivered and kept it. This happened not to long ago to someone else on here and the post office investigated and turned out the mailman was keeping gift cards that he scanned delivered.

Not to argue with you, but I inquired at 2 different Post offices and spoke with 3 different postal employees and supervisors and they all told the same story ... the Post Office does not keep a record of the address a package is delivered. It merely shows the Zip Code. I'm going on first hand experience here and 2 hours of time at the post office.

Moral of the story ... be sure you know who and the character of the person you are dealing with.

This will have nothing to do with your postal carrier leaving a package at your neighbors.

It's way more likely this was misdelivered VS a sellers plotting an evil scam.

We can only hope ...

Well either way the outcome is the same.

If you paid with a credit card you can try to file a charge back. I doubt you'll win because of the delivery confirmation....but it's worth a try.

Unfortunately, I paid through PayPal and Delivery Confirmation is good enough for them.

From here on out, I only buy from UPS shippers. At least they record an address to where an item is shipped. And no ... I do not work for UPS.

Why did you leave a neg for the seller? They did their job the USPS screwed up.

Almost no seller will refund you when the items shows delivered.

I doubt you'll win because of the delivery confirmation


Delivery Confirmation is not legal proof of delivery.

Your credit card company will almost always grant a chargeback in this type of case.

I had to leave a Neg to the seller due to the tone of his correspondence. Also, as an eBay seller I recognize that it is my responsibility to ensure an item arrives safely to a buyer. If you read my feedback, it should be obvious that I am not out to scam. I do not believe that the seller is out to scam either but he was definitely not helpful.

Here is a FAQ from the USPS website:

Whom do I contact if I have not received a specific item?
"... A claim for a lost item must be filed by the mailer. If you believe you
have not received a specific item in the mail, contact the mailer of
the item to track the item or to file a claim. "

The reverse can happen also.

If a Seller ships an item without delivery confirmation, the Buyer can file a dispute saying they did not receive the item and get their money back every time (even though they probably received the item). It is up to the Seller to have delivery confirmation or eBay will always refund the Buyers money in a dispute.

If a Seller is mailing an item that is not valued at much, say under $20, they are likely to ship without delivery confirmation. In Canada, that service costs a minimum $8.00. Nobody will pay $8.00 in shipping for an item worth less than $20.

I think some Buyers are scamming Sellers by buying items sent by regular post without delivery confirmation knowing that after receipt of the item they can then file a dispute for not receiving the item and because the Seller cannot prove delivery, the Buyer gets the item plus his money back.
