I shipped item on October 7th and used first class international parcel mail to Turkey.

My understanding is First Class International has no form of dc/tracking to win a PayPal claim.

So the Buyer has 45 days to file INR and get a FULL refund,
item price + what you charged for shipping/handling

So if it sounds like they are getting ready to file INR
you might want to consider just doing a voluntary refund and keep PayPal out of the mix.

sounds like a darn good reason to leave international shipoping alone unless you can get delivery confirmation.

Yes. Unfortunately this has ruined the whole thing for me. I have previously shipped internationally with no problem at all. But this has soured me to it. I believe I will go ahead and issue the refund and eat the loss. Whether the item was truly lost or not, who knows.

I have previously shipped internationally with no problem at all.

So how many no problems verses this one problem?
I do International and have found there are just as many problems Domestic as with International.

Have the correct eBay Blurb to prevent the import fee NEG FB's and it is no different as far as I am concerned.

I was just reading up on Turkish Customs regulations and it says the package can take a month to be delivered, and that Customs will sometimes "inspect" items and hold them (for whatever reason) until they are satisfied and then send them out to be delivered.

Really I do not think the fault is with the buyer. So I am still undecided as to whether I should go ahead and issue the full refund or wait it out. The buyer and I have alreasdy escalated a claim. This was my first time doing this so I did not know what else to do. The buyer and I have exchanged many many emails.

I also thinking that maybe someone oepened it, saw what was inside and kept it for themselves. ?????

Do I have to wait not for the escalation to run its course or can I go ahead and issue a refund to the buyer so we both can go on with our lives.

Is the buyer getting antsy? If they ordered things from the USA they would know how long things take to get there.

If she is not antsy they give it 30 days. It took me that long when I shipped the cheap way to china. (I will not do that again)

Well, it depends. If the package was lost or seized by customs, it's probably not going to get back to you. There's a chance it may eventually come back to you, but I wouldn't hold my breath, and I certainly wouldn't ask the buyer to wait for this. If you can't prove to PayPal that the item was delivered to the buyer (the customs number only shows that you sent it, and not that it was delivered), PayPal will eventually issue a full refund to the buyer if he filed an "item not received" claim.

You don't have to wait for PayPal to finish their investigation. If you click on the transaction page on PayPal, there should be an "Issue Refund" link that you can click on. This will automatically resolve the claim. A voluntary refund and apology might at least keep the buyer from leaving bad feedback and low stars. I would also send him that customs number so he could see that you did, in fact ship it.

I really don't think enough time has gone by to conclude that the package will not be delivered. It has been 3 weeks. I have had international packages take longer than this.

You should provide the buyer with the customs #, they should be able to go to their local customs office and do a search for the package.

When I mail international first class I always provide customers with custom #
