I would hope they do but Im finding out things every day that just shock me!

PayPal automatically refunds the % fee IF the seller properly uses the 'refund payment" link within 60 days of the transaction.  They keep the .30 Transaction Fee.

 

eBay credits the Final Value Fees IF the seller refunds in full, requests the credit, AND the buyer agrees.  Any listing fees are not credited.  The credit may not come until the next billing period, so you may end up paying the fees one month and getting credit the next.

You click the "Customer Support" link at the top of every ebay page, type in "How do I request a Final Value Fee credit?" and follow the instructions...

So then the process would go as follows, 1) receive returned item, 2) issue full refund via pay pal, 3) send "cancel transaction" request in resolution center, 4) buyer agrees and then I would receive FVF credit? Is that correct or is there something I am missing?

That's correct.  You may want to let the buyer know they will be getting an eBay message asking them to agree to the cancellation and encourage them to press the "agree" button so you can close out this transaction for your records.  If they don't press the button on the message they get that they "agree", then you don't get the FVFs back.  If a buyer is pissed they had to pay the return shipping they may not agree to that email - some know that not agreeing will cost you money as then you don't get your FVFs back.  Some may not agree because they think they can't leave feedback if they agree to cancel.

If the buyer requests a return for their confusion as they stated in my case and I refund in full except for return shipping, why should they then have to agree to cancel the transaction so I can get my fees reimbursed. The fees are around $20 which is a lot of money for me to be at the buyer's mercy. He's the one that requested the refund. As far as buyer paying the return shipping, that is eBay's policy. Are you seriously saying that I may not get my fees back based on the buyer's mood??

eBay really doesn't need to refund fees at all: they did their job.  They do so to encourage sellers to work things out to the buyer's satisfaction.

What does that mean, eBay did their job??? What about me doing my job to the letter. PayPal gave me a refund, what makes eBay so different. What difference does it make if the buyer decides to cancel the transaction or not to cancel as far as eBay doing their job goes in reference to my getting my fees back??Explain better because eBay doing their job really is not a very good answer.

Oh, and why wouldn't the buyer be satisfied? He is the one that made the mistake, not me. I clearly described the item in detail, and he didn't read it. I accepted his request for return and refunded him promptly. Why wouldn't he be satisfied with my service?? Again, does it boil down to his mood or personality?

eBay is primarily an advertising platform, like newspapers, radio, tv, etc - none of which refund their fees if a sale falls through.

Think of ebay as a big fat pig that is never satisfied. The more it eats ,the more it wants.

 

Sometimes, bidders are real bast##ds and they will not agree to refund so that you get stuck with the fees.  Some don't understand.   Anyway, if this is what happens in this case, please CALL ebay.  KEep calling and eventually someone will agree to refund you .  Once you file for the credit of the final value fees, the bidder has 7 days to respond. If they don't respond, you will automatically win .

 

So you need to file for the credit. IF the person clicks REFUSES TO cancel the deal, then you call Ebay.

 

Keep calling them.   I drove one particular rep crazy . I told them that the more I called, the more money I was going to cost Ebay.  I got my refund. It was less than 2bucks but I will spend all day on the phone to prevent ebay from making an extra money out of me...
