Angel, this is what I found using the 'old' help system:
"My Reserve Price was not met, can I still sell to the high Bidder?

If a reserve auction ends without the reserve being met we suggest that you not complete the transaction. When the reserve isn't met, eBay doesn't recognize the auction as being successful. Therefore, no feedback can be left, ther Second Chance offer is not available, and the item is not covered under eBay's Trust and Safety policies.

In these situations, what we would recommend is that you use the "Free Relisting Policy" and list the item again with the reserve price set at the high Bidder's maximum bid, or use the Buy It Now option. The Bidder can then bid on the item and you can end the auction early and sell it to that Bidder. If Buy It Now is used the listing will immediately end."

Hope this helps.
