I rarely use delivery confirmation - it does not make economic sense for me to do so in my postcard biz. In order to use DC, USPS has packaging requirements (thickness) and I am able to safely deliver my items in invitation sized envelopes. If I include DC on these low ticket item, I increase packaging (and this is not GREEN!) and shipping costs. I am willing to refund full price plus shipping for the few items items lost in mail . This is a business decision I made years before you started this DSR business.

Now you want to tie evidence of prompt shipping to proof of DC??

that has ALWAYS been the rule.. they simply added a way to tie that to resolution simplification..

You may not wish to modify your shipping practices but the thickness requirement can sometimes be achieved by inserting a single packing peanut into the envelope.
