The presidential one marked only sterling is just that without a maker mark. Might be interesting to Reagan collectors.
The other one is too vague a description without a picture of the marks. I tried....
The 90 can have many meanings. 1) plated and made in the Netherlands, Germany or Soviet Russia. Probably more. 2) Made in China, and the 90 means 90/100 % silver. This I doubt by the style of the piece. 3) Part of the 900 is cut off, and can be any number of countries.
So you see, picture of the marks is important.
