Aren't Selling Coupons Kind of Illegal?

More specifically, I work at Kohl's, and at work one day, we were told not accept ANY computer-printed $10 off coupons or anything like them because they are fake-- as in they were bought off of ebay. I searched for the coupons on here and found the mother load. What I mean to say is, if the customers can't use them at the stores because they're fake, aren't they illegal? Should they even be up here?

I admit to buying some of these last Christmas. At the time I didn't even question whether they were valid because I had been receiving $5.00 off $5.00 purchase from Kohl's website. I have since been shown a stack of $10.00 coupons that obviously had the exact same barcode. I will never buy these again. I

Coupons are allowed but must follow rules for coupons.

 

Any coupons that are to be printed at home cannot be sold here.  But if Kohls sends me an email to print a coupon at home the store better accept it or they won't get any more of my money.  (and I'll bet that every customer erceiving such a direct print at home from the retailer gets the same barcode)
