Name of this bench tool and the company info?

I just found this item in a storage room and I am having a hard time figure this one out. I took this to the vintage forum but I don't think they have any idea either. I think the markings says RA-NHAN and A-QUI with a turtle trademark stamped between them. My observation has this thing twisting wire around the screw. Pictures below.
