Honestly, it makes a seller look and sound uninformed. There are much better ways to handle this. Perhaps. While I have no problem with your example, it is a little more pedantic and bossy than I like to appear in my listings.
Much of the information in my TOS section is more about giving the buyer additional information rather than setting a bunch of rules and laying down the law. That is simply my preference and it has served me well during my years on eBay.

what about my situation.... i have a paypal account in dominican republic, so, the billing address on my credit card is in dominican republic, but, i have a private forwarding company address in miami, so in my ebay account i have this second address.... thats look like a confirmed address to you sellers?
I ask because most sellers write "U.S. Paypal Confirmed Address Only" and this is a bit confusing to me and many other Latin Americans who buy throught ebay, because you can only confirm the address in the U.S. if you have a paypal account in United States, which is impossible if you do not live in US.
PD: when i make my purcharsed, in the paypal transaction details my address appears like "Confirmed"... so, that is a US confirmed address to you?
