If a seller ships wrong items to buyers and one buyer doesn't return

If the seller made a "mistake" in shipping the wrong item to both buyers and one buyer was to refuse to ship the wrong item back for the right item what would happen ??? ..Yes another buyer has my item and the seller is trying to get a hold of that buyer. Should the buyer pay for the return fee .

Sorry I meant should the seller pay for the return fee.

I would say this is a "no-brainer". The seller should pay for the return fee, since it was his/her mistake.

seller should pay for both items to be returned to him then pay to ship to correct buyer.
