Odd little Pepsi~Cola item. What is it?

Anybody know what this is?

It's about an inch and a half long. The thing in the middle comes out. I have no idea what it is. Do you?

The othe other side could easily lift pull tabs. Not the one today but the old aluminum ones that came completely off and at times cut the heck out of your fingers. Try it on a regular soda can.
