The policy and procedure for retracting a bid is explained here.

 

eBay does not consider changing your mind as an acceptable reason.

ebay may say that "changing your mind" is not a reason...Well they sure don't do anything about it.   I just had a buyer cancel a bid and chose "entered the wrong amount"  Well it was a "BUY IT NOW" and that was the amount.   Irills9191 if you are not sure you want something then DON'T bid.  This will save a seller a lot of grief.
