Tracking won't save sellers from INR, only delivery confirmation (signature for $250 and over) will.

Zyonite works for ebay.
Typical example of ignorance.

Nope, liability sadly in foreign shipments are with the sender and not the shipper.
I learned this the hard way, when I had sold a processor to a buyer in France several years ago, it was shipped using USPS International.
The package tracking showed it was in the USPS system, and then it suddenly stopped being tracked and vanished, the fellow from France admitted that he beleived I shipped the item, but said he never rece4ived it.
He may not have, but I had to go on his word, whereas I had proof I fullfilled my portion, it didn't matter in the end I lost several hundred USD.
That transaction ended all of my sales outside the 48 lower U.S States.
Before then I even sold to Canada, not anymore, nothing against Canadians, heck I like Canadians, but the system is too far against a seller these days.

What I mean't about (sender is the seller) and the (shipper as the carrier).
Seller always foots the costs of everything, although the carrier/shipper is shown to be of possession of the merchandise.
That policy needs to be fixed period.

You know had the items worth been less than $50.00 I probably would still be selling world wide.
But because the merchandise was worth so much, I felt in the end I was treated unfairly, if anything I would think that ebay or paypal would have some sort of system built in, in which an x amount of revenues are allocated to help some sellers of loss from large valued items such as this, so as long as a seller can show proof that the item was in the carriers possession.

As a matter of fact, I even offered to share in the lost by offering via paypal resolution to eat half the cost, and Paypal agreed it was amicable, however the buyer must have used a credit card, cause ultimately whatever the credit card copnay says goes.
Paypal's hands are tied as well as a seller when it comes to credit card issuer's.
I lost a $240.00+ processor.
ebay and paypal lost potential increased revenues because the selling prices of my items are lower because the offerings are limited to just a small area of the U.S
In the end I'm not the only one that lost out.
Of course I'm thinking real world logic and not some textbook choking Joker. :)

This is all part of the Ebay's screw the seller policy. They know damn well you can't prove a tracking number, on parcels shipped first class, or priority. Just a customs number that can be tracked as long as the parcel has not left the states. However, in most countries, the buyer can use the customs number and track it themselves in their country. Tracking numbers are only available if you ship registered mail, express mail and if the country your shipping to accepts insurance or signature required, if so,you can use the insurance number as a tracking number or the signature receipt check with your post office on availablity to the country your shipping too. All else fails, you can ship UPS, or FEDEX they do offer tracking numbers but costly. Or you take your chances and gamble. The only country that is a thorn in my butt is shipping to South America were newbie buyers do not realize that it can take up to 14 weeks to get their items, and what was told to me by established customers of mine that live there, what mood customs is in to release the items, or how many peso's can you grease the customs or postal agent's pocket. Example, customs in Brazil has just released a container of mail and packages after 3 months of sitting, which I had parcels on that load, because customs stated that there were too many items coming in from the U.S., pretty suckie uh?  When shipping overseas, the best thing is to mention the time span for delivery in your description. Use this for what's it worth.

If you need tracking at USPS rates in half the delivery time, I may have a solution.

i sent an item to Singapore which buyer claims never received. Sent it usps priorty which doesn't provide tracking internationally. Would ebat accept the customs declaration dispatch note as proof?  i have a copy of it.

You don't mention anything about time frame here. Sometimes it takes up to 2 months for a package to be delivered to a Country like Singapore. It can sit in their customs for anywhere from 1 - 6 weeks, sometimes more.

My advice don't walk away from International shipping RUN from it. You will regret it if you don't. If you ship International use only USPS Express Mail, FedEx or UPS. You will get tracking and insurance that way. But it is expensive.
