That link is not helpful because eBay immediately terminates the affiliate account. Without an account, one cannot login to the help section to post a question.
According to the eBay Partner Network agreement, section 14.7:
"Notices. Except as provided elsewhere herein, both parties must send all notices relating to this Agreement (i) to ePN, via registered mail, return receipt requested or via an internationally recognized express mail carrier to eBay Partner Network Inc., Attn: Legal Dept., 2145 Hamilton Ave., San Jose, CA 95125 USA (effective upon actual receipt); and (ii) to you, by notification via the Network, email or mail to the address listed on your account...."
In other words, eBay can send messages to affiliates via email, but affiliates must pay a fee to send registered mail in order to contact eBay.
Until eBay provides a reasonable means of being directly contacted without cost, there are a couple other possibilities:
