The Shipped date gets filled in if the seller goes to PayPal and prints the shipping label. Doing so is not required. An alternative is that the seller can, I believe, simply mark the item as shipped in My eBay. Again, however, that is not required.
And, in fact, many many sellers are not aware that a buyer's My eBay can show this information - most old-school sellers just get the payment information, package the item, put a label on it, and take it to the post office.
Keep an eye on the dates of your Wins. If you don't receive the item within a couple of weeks, send an inquiry to the seller. If you don't hear back or it doesn't arrive within 3 weeks, then file an Item Not Received dispute.
Must use Buy It Now and PayPal.
