Help me identify this fishing flush mount rod holder

Would someone who is knowledgeable about fishing help me.  I listed this item as "Lee's Miami Rod Holder Flush Mount" and have received an email from a potential buyer who said it is not this at all but an "outrigger rod holder  and there should be two".  Is he correct?  Is this worthless without the other?  Please help.   It is currently listed so you can also see my description.  Thanks so much for any help you can give me.

What you have is just the base. There is another part that should come out of it for the actual rod holder. Lee's is still in business:
