Please help me to find the no answer buyer

I listed an item which is only free shipped in US. I put the free shipping only in US notice in the listing. However, an international buyer ordered it and paid me by Paypal. I wrote an email to tell him either he canceled the order, got his money back or he needs to pay the international shipping fee. Almost one week passed, he didnot answer my email.

Please help me to solve it, is there any way I can contact with him?

I think that you can cancel his bid and go in and refund his money through PayPal. If you don't want to ship internationally it would be best to exclude international buyers from bidding at all. Buyers OFTEN do not read the listing or they just ignore it and hope to bluster their way through in my experience. Maybe someone else here can weigh in or you can do live chat with ebay and ask. Always remember to save and print what they advise though. Sometimes the live chat does not match what happens when the ebay police get after you. Happened to me once.

you could refund the payment, then look up the ship cost (either priority ot express mail) on usps.com, then send invoice with that cost added.

Just refund with a note, "Sorry, but the item description clearly states that free shipping is only to the U.S. I will put this item back up for auction and you are welcome to bid again. The shipping cost to your country will be ______."

But I agree with spacegirl3333. I set up all my auctions to ship only to the US and state it clearly in the item descripton. It's a pain in the butt to ship overseas.

Thanks for all of your input. I think I will follow your suggestion to refund him rather than waiting he stopped this transaction.
