Getting Paypal involved with dispute?

I recently bought a laptop that proved to be DOA after being listed as 'working'. The seller's policy states 'no refunds' although he didn't blink when I made him aware of the problem..."send it back".

Of course, I fully intend to use proof of delivery, but if I send it back without paypal being involved from the beginning, will they accept my proof later? As a side note, some of the seller's feedback notes a slowness to refund although this may be attributed to impatient buyers. What is recommended?

if the laptop is doa then contact your credit card issuer (assuming you paid w/cc) because you need your refund now so you can buy another laptop.

if you paid via echeck or pp balance contact pp for your refund. it will take a while but eventually you'll get a refund.

this is only a suggestion but if you ship fedex ground you'll save a ton of money & tracking is immediate. i'd get signature confirmation too just to cya.

btw - no seller can have a NO REFUND policy. i don't agree w/it but it is what it is & in your case it's a good thing.

I suspect the seller knew this from the beginning but was still trying to bluff.

Two new wrinkles that don't sit too well. I noticed he's moved the transaction to 'private'. I also noticed the address he asked me to return the item to does not match Paypal's. (By a couple of States) I'm awaiting his explanation but I get the idea this guy is a master of road blocks. I've filed a dispute with Paypal but have yet to escalate it to a claim.

Have to look at Fed Ex rates...USPS was reasonable but...

He can't change the listing to private after it's ended... it was already private when you won the item.

That address discrepancy is troublesome. Good decision to file the PayPal dispute... you should now escalate the dispute to a claim and wait for PayPal to provide you with the seller's address. Don't ship to any address other than the one provided by PayPal.

you should now escalate the dispute to a claim and wait for PayPal to provide you with the seller's address.

Done

He can't change the listing to private after it's ended... it was already private when you won the item.

Ok, I guess its hit-or-miss. I noticed the last two discrepancies were also marked 'private' but digging deeper I see he's had transactions on both sides of the fence...good ones also marked 'Private' and bad ones up for view.

Just an update - Paypal sent me notice to return the item this morning (surprisingly quick) and this letter did note the same Texas address the seller gave me.

I am confident that this letter originated with Paypal but I still find it strange that the return address on the package (using Paypal shipping) and Ebay's own notice came with a Florida address.

Simple explanation - when the seller shipped he didn't realize his shipping address was wrong until after he printing the label - since then he has updated his address.
