His recommendation of 1024 is not wrong for EPS because EPS will shrink it to 400 (or 800 for supersize) and users need to start with good quality before the shrink (that copy of a copy JPG problem). They will, however, have a problem with that size if they are on slow dialup, since it will take considerable time to upload to EPS.

In that case, the Enhanced uploader would be a better option because Enhanced processes and shrinks the image on the computer BEFORE it is uploaded to EPS. Or dialup sellers can shrink their images closer to the actual size for faster uploads to EPS. But in that case, they may see a little more loss of quality.
We just have to be careful, as you pointed out, that
