paypal is holding funds until one of the following things happen 1:The buyer leaves you positive feedback 2:3 days pass after proof the item was delivered** 3:21 days pass without a dispute, claim, chargeback, or reversal filed on the transaction this is crap when i sell somthing on ebay its because im broke and i use the funds from the sell to pay for shipping thats why i got that paypal debit card to make shipping faster since i can withdraw money right away and now i have to do it this way. they should, do it to people with a bad track record not people with 100% pos feedback. anyways, after this crap IM DONE WITH EBAY GOOD LUCK EVERYBODY ITS ONLY GOING TO GET WORSE!

I just started doing this and this makes it even harder already,,trying to get this going is like an act of CONGRESS,
we all find our stuff,time+gas then,take pictures,time,post and describe,its not fare to make us wait,if there is an issue then, they should go about it another way,INEVITABILITY they will loose sellers.from my experience in business if alot of people are having a difficult time there is something wrong.

It's not fair for all seller in anyway PAYPAL !!!!
This issue is very good for all buyer but as a seller it's completely not fair. Most of seller is a small seller if PAYPAL still carry on holding most of the funds from buyer, Seller can't spend income from selling items to curry on business, the more income mean seller has to put more money in while PAYPAL is holding money to carry on business.
SOmetime the items we sell doesn"t need to delivery by post, I sell the activate code which can be just send by email to worldwide which is free of charge and fastest way to delivery to buyer with in a minute, but I can't provide the tracking number to proof of delivery to PAYPAL because PAYPAL is NOT accept this kind of delivery (without tracking number). It's cost a lot more for seller/Buyer to get delivery with a tracking number or Sign for. Even you get positive feedback from your buyer after every thing done, doesn't mean you will get realeas your money straight away 100%.
I have lost some money for cant provide proof of delivery to PAYPAL from some of my customer who ignored/forgot to leave me positive feedback and PAYPAL has returned money back to the sender, but I'm still have luck because some of my custome was resent money back to me.
I disagree and looking for other way to run my business as soon as possible .. it's enough for me with Paypal !!!!!

I couldn't agree more with the comments made here in regards to paypal being more beneficial for buyers.
I sold an item two weeks ago to someone - they paid immediately which is great but paypal of course holds the funds for 21 days, however, the user has indicated to me that the item arrived safely and in great condition, this was 1 week after the item was posted - due to the lack of feedback I had to send a message asking if the item had arrived. I've now had to request twice for feedback to be left since I can't access the payment and I'm in need of the money - yet the buyer still hasn't left any feedback, this buyer is rated 100% by well over a hundred people, so I'm not sure if it's an intentional disregard on his or her behalf or if it just keeps slipping their mind but regardless, it's unacceptable when I hold up my end of the agreement. There need's to be a better system in place that can help a seller resolve problems like this.

If you include delivery confirmation with your package (only $0.75), funds will be released to your PayPal account 3 business days after the package can be confirmed as delivered via the delivery confirmation number (if you insert the delivery confirmation number into the transaction details page on PayPal).
This should fix the "waiting on feedback so my funds can be released" problem. The addition of a delivery confirmation number will also aid the seller in protecting themself, should the buyer open a case with PayPal claiming the package was never received. Also, always be certain to ONLY ship to the address listed under the transaction details page on PayPal. Should a buyer suggest that the item be sent to another address, simply refuse. In the event that the seller did send it to a different address, the buyer could claim they never received the package, and the seller would be pretty much screwed since they shipped to an address other than the one listed on PayPal. If the item sold totals $250 or more, require signature confirmation at time of delivery, as this is one of the regulations set forth by PayPal to be covered under the Seller Protection Program.
Now, here's where it gets tricky. I recently sold something, the buyer paid immediately, and I shipped the package out the following morning, via USPS Priority Mail with delivery confirmation number. The delivery confirmation shows the package as being delivered (for 3 or 4 days now), but the buyer says that they never received the package. Having 3,000+ feedback that is 100% positive, I highly doubt the buyer is trying to keep the item while getting his money back, so the package was more than likely legitimately lost.
So where should I go from here? The package wasn't insured, but I did everything on my end as an honest seller, and they did everything on their end as a honest buyer. It's not fair for me to be out off the item and the money, should a refund be forced by PayPal, but it's also not fair for the buyer to be out of his item and his money.

I am not sure why we do not get interest on funds that they are holding from us. It just sucks. I would be ok if they want to hold the funds until the buyer receives the item.and leaves positive feedback.
I sold an item last Thursday and shipped it Friday morning using their tools for shipping and I tracked the package. The buyer received the package Monday (priority mail) and left positive feedback. It is now Thursday. Three days have passed and the funds are still on hold. Why? It just doesn't make sense, unless they are putting it in an interest earning account and reaping big gains. .

This is true and i know of a ton of people who no longer sell on ebay due to the fact, but ebay is money hungry and still makes millions so they don't care about us as long as a lot of people still use the site. i completely agree with you the hold should be lifted. 20 days wait most of the time, what the heck? It's my money and I want it quick!

This is fraud. PayPal is a lending comapny, and lends for purchases to its parent company Ebay and other online etailers.
It's obvious what is going on. They're holding all revenues from ebay auctions as long as they can. They then can lend it out through Bill Me Later without paying Interest to auctioneers.
Talk about a huge in-bread scam!

My first time selling and I had never heard about this. Ebay and Paypal went behing our backs and made an agreement about our accounts. I have 100% feedback on 7,000 that I have purchased I sold a knife for 427 and they want to hold my money l will sell on craigs list and never buy again.

that is exactly why i have stopped trying to sell anything and just buy with paypal. everytime i tried selling anything my money got put on hold and my paypal account got limited to where all i could do is log in. they always said we noticed supicous activity on your paypal account. even when i made a personal purchase with a friend on deviant art as a art commission this happened. after they put my money on hold for 6 months and after i got my money out they permantly deleted my paypal account. and that also made it not possible to use my debit/credit card on any new paypal account i would make. this happened with 12 paypal accounts all got put on hold and limited then permantly deleted. im through with selling or making fund transfers through paypal. i just wish someone would create a website just like paypal that ebay would acknoledge and accept on their site and never put anything on hold or delete accounts

That's because they don't care if you shipped the product or not. PayPal does not have to give you any money at all because it's their money. That's why eBay and PayPal sucks.

I have just had this crap happen to me. The buyer got his item on time, and immediately left me a positive feedback. But, yet still, ebay and pay pal are going to make me wait 3 days untill my funds will be accessible to me.

Wow. this shed some light. I'm a 100% user. Never sold anything though. I plan to ship my item I just tonight tomorrow. I sold it because I need the money. I won't have enough for bills. This is complete crap. I regret selling this now...

I have over $500.00 in my paypal account. I needed to pay a $55 bill using my paypal money. NOT ALLOWED, unless I tie my bank account to the paypal account , or my credit card. How does this company get away with this?
Several months back , I had to wait 21 days befoer paypal allowed me access to MY OWN MONEY. As far as I am concerned, they are crooks.,

My sister had a bad experience with PayPal a few years ago! She sold a ( black) handbag new! The buyer left her positive feedback and emails. Saying how much she loved the bag! Than a few days later She gets email stating that she was sending the handbag back because it was not new! In return she sent back! a smaller dark brown! Worn out ! handbag Paypal told my sister to file a police report in our city and hers! Which she immediately did! Along with photos of the the old and new bags and all the emails telling how pleased she was with Her new bag. My sister had nothing but positive feedback from eBay buyers! She did all this only to hear from PayPal that they had taken sides with the scammer! So this person nt only got her money back but also walked away with a new handbag! My sisters total loss 325.00 PayPal took her word! Forget that My sister had plenty of proof!

I totally agree PAYPAL hoding funds is crap.
I had an account last year and have many buy/sell transctions not even off of Ebay and when I sold an item and someone sent funds to my email I had immediate access of them. I closed the account a few months back.
I re-opened an account to sell and item using the same email and same address etc..
The person sent funds to my email address but the funds are in the 21 day pending state.
Several emails and a call to the helpless center its the same thing..your a new seller we need to wait...
PAYPAL didnt wait to take out there fee?
I was asked by the call operator for the tracking number even though it was entered in the system by me already.
I gave her the number and then she said its not in the system, she was looking at the USPS site and not the UPS site which I stated and the number for UPS is disctinctly different from other systems....ie 'starting with 1Z"..
After many mintues and asking why this is this way not when it was not this way for me I was told that EVERYONE who sells will go through a 21 day waiting period....
What a bunch of Crap...the package i sent is in UPS and can be seen and its insured for $400....the buyer is covered...and then BIT BROTHER now steps in and plays GOD under the auspicies of providing more security.
Someone out there needs to look into this from a legal standpoint.
Somepone needs to figure out how we buyers and sellers can directly interact thru our credit card accounts and BYPASS PAYPAL altogether...

I understand their concern but this is border line abusive of peoples funds. In my situation, the customer has received the item, they left possitive feedback, it's been 4 days since the feedback was left and still the funds are being held.
I would think that if a person leaves a possitive response then it's a done deal, they are content with the purchase and have moved on... Now I should get my money...
To add insult, paypal and ebay take their cut even though you dont see your money for who knows how long...
Just plain stupid!!!!

Question... Since PayPay wants to hold our funds for 21 days and ebay charges us a selling fee and auto take their fees quickly before we have been funded.
Shouldn't ebay have to wait for selling fees till funded with us?
If PayPal is holding our money should we get 21 days of interest from the hold?
Is this a way for ebay/paypal make more money from our 21 days of holding?

I feel your pain. In my line of business....custom screen protectors....the big issue is installing the film to the customers display. If one customer can't install the film ....he leave me a DSR nick where he says item not as describe...but another customer has no issues and gives me all 5 stars...on the same item....go figure.. I have been selling on eBay since 2003...with over $156,000 in sales globally. It not a lot of money but more that I would ever would when I started my business in 2003.
I pulled my items off because it wasn't worth the stress and the cost to make a living on eBay. I also sell on Amazon Marketplace and my own website custom-screen-protectors.com and youtube channel where I market by business.
eBay tring to be like Amazon but its a auction website. eBay will never be like Amazon. When Meg Whitman left in 2008...that was when eBay started going down hill..... Every year eBay makes changes in May that doesn't favor the sellers interest. Their focus is on share holders, buyers....not the sellers that gives them products to make profit.
We all have cash flow issues due to banks not lending to small businesses....business credit card accounts closed where your line of credit has been cancelled. That happen to me in June 2009. That was a wait up call on how I do business.
If this is your only means to make a living....your in the same boat I am in.
