This is disturbing news when you consider the eBay empire is implementing buyer protection policies and offering total complete coverage of their purchase when using Paypal. It just takes a handful of buyers to fleece the system and demand payback because they just might get a refund without having to return anything, or have a partial refund because the seller's becoming concerned on being landed with negative feedback. Or even because the time and hassle dealing with such claims overrides fighting it. At the end of the day eBay/Paypal have made their commission on your sale, they DON"T HAVE ANYTHING TO LOSE. They are covering their backs on a different level now by making you responsible for paying their new policies. It's morally wrong, but then they are outright greedy Capitalists, so what should we expect. I have been buying/selling on eBay for 11 years and never had a charge back. I've been screwed once with Paypal's International protection for a buyer who claimed an item never arrived - not that there was any affordable option for online tracking anyway; the buyer refused to purchase it. I lost the item and had to do 100% refund because I couldn't prove he didn't receive it! Go figure,your responsible for the postal system. Now go figure you're expected to be responsible for paying Paypal's buyer protection system. Never mind a revolution in Iran, we need one here. Ebay is nothing, it can't operate without sellers, we do have far more clout than we would think. That's why other selling platforms are forming, they just need sellers to vacate the eBay boat - yes it's a hassle but if you work with the devil, you play by it's rules. And they seem to be more intolerant of seller concerns.
