Will the 21 day hold be waived where a seller is required to put up the 10% rolling reserve? Or will some sellers have both to contend with?

Paypal needs to think this through a little longer. There may be a way to keep sellers from getting any of their money, ever.

The word "ebay" does not appear in this announcement.

I would assume this policy would cover payments received outside of ebay and would include sellers who do not sell on ebay.

I signed up for the PP Website Payments Pro deal back in Jan when they claimed it would intergrated here..which, of course, has not happened yet. Griff now promises next month..but it has been next month for the past 6..... But that's a topic for a whole other thread. I have been subjected to a 5% charge back reserve ever since. Never mind that I have never had a charge back, have a generous no questions asked refund policy, and the average price of my items is around $10.00. I currently have about 600.00 in limbo that is earing a whopping 0.14% (be sure to note the demical..a little over 1/10th of a percent interest..whoo hoo!) My B&M merchant does not charge a reserve..however, they laughed when I asked them for the information to intergrate into eBay Payflow.

The awful thing about all this..is that a modicum of common sense and honesty is all that is really needed to make eBay and Pay Pal work well for everyone involved. I suppose what is the most amazing is that so many of us keep hanging in and putting up with it. Not just with eBay and PP, but also with a lot of other services and products as well...I wonder how much it is going to take before there is a collective 'no, won't do that'.....my recent experiences with most any company large or small involved in providing internet service apparently thinks they still have lots of rope to go yet, before they have to worry. I have not crossed paths with one yet that seems to think they have any obligation to actually provide reliable, efficient performance of the services they charge for.

I've been searching for alternatives to eBay for awhile now and have found each one I have tried to also have assorted glitches and problems that they don't seem to give a rodent's rump about solving.

I've never run into any client have a reserve held back from their CC payments. Those who say it's common....prove it.

At eBay, we're not happy until you're not happy!!!!

That's why I have not been selling my big ticket items on eBay for 2 years now. I sell them on CL and IO. You can't make money on eBay anymore, and the prices are too high (big ticket items) compare to other sites. I was not as pissed as I was before when I saw the 21 day hold, this is kind of business practices expected from eBay. They are so corrupted and greedy, it's not even funny!

ri_bob, nobody is saying it's a common thing. It can only be called common among high risk candidates, and any interest paid on that reserve is a rare thing indeed. Google it.

Haven't you been here for years saying how risky it is to sell here? ;)

Been here for years and haven't harped on how risky it is to sell. My categories and the people I sell to have been great, but I do see how eBay has set it up so that things could turn sour if a buyer wanted to pull a scam. Fortunately my field seems to be a more mature and honest group.

That's of course besides the point seeing as how the withholding of a reserve would have nothing to do with risk taken by a seller as much as risk in buying, right?? The reserve would *cough, cough* somewhat guarantee a buyer, not a seller, that their risk is less. in reality, it would lessen PayPal's risk that refunds would come from PayPal's pockets. You missed the point entirely, win.

At eBay, we're not happy until you're not happy!!!!

So, why are we doing this? This reserve helps to ensure that money is available in sellers’ accounts to cover potential payment reversals or chargebacks if they do not have enough funds in their PayPal balance to do so. When sellers don’t have the funds to cover their transaction liabilities, PayPal is responsible for reimbursing buyers which represents a significant cost in our system. We’ve been using reserves for some time in other parts of the business, and what we’ve found is that reserves help PayPal control costs so we can provide competitive pricing for all of our sellers, and continue to invest in improving our service.

the bold part is BOGUS!!! I got ripped off by a buyer and PP did NOTHING to reimburse me. They did nothing to help me at all...I was just out my money. Seller takes my money, doesn't ship product, cleans out her account and PP can't do a thing to help me but reimburse me IF/WHEN she puts money back in there. Like she's going to do that! :/

There are couple things that come to mind. 1) eBay/Paypal is having cash problems, (yes I know, tons of cash off shore) I can come to this conclusion, sense I know Pottery & Glass Category is not a big risk, ebay's platform is failing and is at risk. 2) Gov. is going after US companies with off shore accounts for capital gain taxes leaving less money on the books to make investors happy. 3) Big problems within the company, as top executives are dumping there stock in big chucks, and others are jumping ship. 4) eBay is preparing for large amount of fraud/scams with new policies rolling out, as eBay has open the flood gates with easy return policies, sellers are not trusting eBay nor Papal, so sellers are transferring money the same day to their bank accounts leaving no money in the tank for the mass refunds. 5) Buyers and sellers are jumping ship quicker then rats on a burning boat, the conclusion see item #1.

Well, yes. That's kind of the point of reserves. It covers the payment processor when they are forced to refund and the merchant cannot or will not cover it.

So I still don't understand why I got this email when I have not had any problems what so ever.

With anonymous DSRs, how do you KNOW you have not had any problems what so ever? Perhaps someone (for example) claimed you were selling fakes when they were assigning your DSR for Item As Described.....

This is just so hard to swallow. I've been a great seller for a long time and I've never asked to be rewarded...but I certainly don't deserve to be treated like this. Having my money held against my will, despite having no history of chargebacks (less than 5 since I started selling on ebay in 1995), and despite my feedback of 15,000 with 100% positive. It's insulting and I believe it will prove to be illegal too. I intend on writing the ftc and my ag in hopes that others will too.
