I am also in touch with several sellers who have had the reserves implemented against them as far back as this past April. One has over $60,000 being held. Their fb is 99.9% their stars are 5.0, 5.0, 4.9 and 4.9.
There is another seller that has emailed me that sells bras. Yes, bras. Average purchase price is $22.00. 100% fb, 5.0 across the board, never had a single complaint.
They are getting the reserve too.
I think Pay Pal is not being truthful. They are implementing this on EVERYONE.
As for merchant accounts with required reserves -- in those cases of high fraud usually means phone/mail order, and the category is usually adult content. Although it could also be applied to anyone who is running near 5% chargebacks, which is the kiss of death level in processing terms so to speak.
Big difference with Pay Pal is that they are not a bank, not a merchant processor, not an 'independent service organization' that is licensed or approved to process credit cards. They are licensed as a money transmitter in the State of California. There are requirements with that license that they transmit the money to their customer within a certain time limit.
That time limit is NOT sixty days.
