It seems in IE7 page-breaks can't be applied to elements that have no contents.
e.g. <div style="page-break-after: always;"></div>
So a solution (although only fixable by the site developers) is to just include a non-breaking space.
e.g. <div style="page-break-after: always;"> </div>
Annoyingly for IE7 users of sites that have not fixed this issue the only option I have found that has worked for me is to use a different browser.
One alternative could be to try copying the page source and then correct the problematic page-breaks and then serve that page to the browser for printing. But this would be a lot of bother!
