Can anyone identify/value this one penny British revenue? And the significance of the numbers 19-2-92 thereon? Watermark fluid reveals closely spaced horizontal lines... laid paper?

This is a revenue embossed directly on the document. 19-2-92 is the date 19 February (18)92. There are a number of these listed on eBay. The value is about $1

I wouldn't value it a $1, closer to 1c., if on a complete document then that's another matter,

I'm quite willing to accept either kdt98's opinion of $1.00 or yours of 1 cent as well, David. With thanks.

But, can either of you identify it by country? Neither J. Barefoot I have (Great Britain 1989 nor Commonwealth 2000) identifies it.
