I am not very familiar with how other stamp dealers do their shipping, but we ship most of our items in #10 envelopes and 99.999% of them get there. With no tracking number. Cost about 50c when you include envelope and packaging. (and we give most US buyers free shipping) With this change the cost will be $1.65 +$1 for large envelopes and packaging.
This new policy is really going to effect my business and I believe the "stamp" catagory as a whole. Many if not most of our customers prefer to receive stamps on their covers, not labels. So now eBay wants us to not use stamps, use their labels and add a huge cost to shipping. EBay's response is add it into the item.... I start almost all my auctions at a penny, so now what, start them all at $.99 .
If we do not provide tracking we will loose our top rated seller status. Doesn't matter that we excel in all the other requirements and have spent years maintaining excellent standards.
Is this going to effect any other stamp dealers out there?
I think we need to band together and try to have our catagory excluded from the tracking requirement based on the special mailing circumstances we have.
Please send emails / call and get on the Spring update discussion boards. Hopefully we will be able to get the "stamp" catagory excluded from this change.

I buy lots and use the unwanted stamps as postage. So I never pay for postage...or paper for labels...or ink for labels...and so on.
So what if I lose my status....everyone else will also.

I have been an eBay seller since 1998. My DSR feedback ratings last I looked ere 4.5,4.6,4.8 and 5.0 with almost 2400 transactions where the buyer cared to leave feedback.
Those ratings have earned me a top eBay seller rating which I have worked very hard to earn. Its nice to know that eBay does not appreciate my effort and that they are going to sh.tcan my rating because I wont inflate my shipping charges to include tracking. I use postage purchased from large collections that I have paid a fraction of face value for. Now I have the choice of giving up my top seller rating , overcharging my customers and/or losing the fringe benefit of discount postage. eBay's greed is unbeleivable. They hide behind the veil of 'Whats best for the buyer' when it is transparent to see all they want is to eek out every nickel that they can. They do this while dangling our well earned reputations off of a cliff of "If you dont do this..we'll punish you"

Ebay strongly encourages sellers to offer free shipping. So...an item sold for 99 cent, I'm expected to pay listing fee, ebay final value fee, pay pal fee, AND $1.64 for tracking. I would be better off giving the item away and send it regular mail.
This is just another ploy ebay is using to not honor the 20% final value fee discount.
Ebay also strongly encourages the use of their labels with the benefit of lower rates and free tracking. You'll pay the same rates and get free tracking anyway using stamp.com or USPS.com.

So tomorrow is the big day..... Evaluation day for July... Which means loss of TRS badge. Keep hoping for a miracle. Someone will get a clue... but then again look who we are dealing with.. ebay.
I have changed shipping terms and most of our customers understand. No bad marks in shipping yet.
Still frustrating though to look at our feedback and see that we have approx 12000+ US transactions in the last 12 months and have received 6 low dsr..... but we still don't acheive TRS status.
This by far is the worse change they have made. It sucks. We now have to sell more to pay for the 20% increase in fees.
Well, good luck to all you excellent top rated sellers out there. ebay may take away your status but your customers will still think your top!
Been at Delcampe for 6 months and have acheived Top store position #5 in US - Philately. Not a bad start. Started auctions there last week.

How about doing a piece in Power Up about how eBay is going to be making even more money by losing hundreds and hundreds of Top Rated Sellers by the new regulations that it has brought in whereby it requires online shipping to be shown for 95 % of all domestic shipments. I guess it (eBay ) doesn’t care that the sellers of Stamps, Post Cards, Baseball Cards and other similar items are not going to be able to meet this requirement for fear of losing their customers. To meet this requirement it would mean raising shipping costs by approximately 200%. How about asking the BUYERS of these items if they require tracking ? I bet you would find that 90% would not require this despite eBay leading us to believe that the reason they are bringing this requirement in is because this is what buyers want. - cobbie10

Awesome. Think I will write something similiar. I have been approached by someone at Linn's thinking of doing an article on how eBay changes effects stamp dealers. Hopefully, he will do it. Get it out there in a major publication.
Maybe I will send him a nudge tell him this month is when the TRS status will be lost for many sellers.

The eBay massacre has started!
As of noon July 20, in the Stamps > United States category 77% of all listings (610,745) were from Top Rated Sellers (477,247). As of today July 21 at 12:10 AM Pacific, the percentage has dropped to 26%. The number of listings has dropped slightly to 601,969 with only 160,657 from TRS sellers. At end of day on July 19, the day before, eBay search reported about 622K US listings and the TRS percentage was also 77%. I wonder if some sellers are bailing out. It may be hard to tell because the number of listings seems to have been inflated by giving non-store sellers an unbounded number of free listings.

At the end of day July 21, 2012. the number of eBay listings in Stamps > United States was 604,604 and only 97,111 (about 16%) were listed by Top-Rated Sellers. Soon, maybe no one will be left standing. This is like watching a train wreck in slow motion.

Great info.... I looked at the over all status 2,419,731 total listings in stamps... 358,418 Top rated listings just 14%
WOW their pockets just exploded with our hard earned money.

I have only recently read all of these posts. Like everyone else I'm a little "upset" about the tracking requirements, etc. I have been a stamp collector since the early 70's, a dealer part-time since the early 80's and full-time since the early 90's. I specialize in cinderella material but often handle postage stamps when they happen to come my way in a lot or accumulation. For a long time I have felt that eBay is a much better venue for buyers than for sellers. I have had good success selling some of my unsorted "overflow" material on eBay, primarily because I use low starting bids. My better material usually doesn't sell on eBay because I am not willing to sell a $50 stamp for $5. What this tells me is that most of the stamp buyers on eBay are looking for bargains. If I have to raise my starting bids on low value material just to be able to afford to comply with tracking requirements, then much of my lots will not sell. Not good for me, not good for eBay, not good for my customers. I agree with the many posters that eBay has painted with too broad a brush and assumes that all buyers are the same and have the same wants regarding their eBay purchases, but this simply is not true. When I send an eBay invoice I cannot even select my shipping method )first-class letter" because eBay has eliminated it from the choices. I would challenge eBay to provide any data that supports their claims that most stamp collectors want to pay more for their purchases, and get them mailed in larger packages with computer printed labels instead of stamps, just so they can be "protected" by eBay. There was a time when I would see a common modern postage stamp, torn off an envelope and offered as a "RARE OLD STAMP" with a high starting bid.Mostly that is gone because of the self-policing feedback system. I don't think the new tracking requirements add anything to the program. Sorry for the long rant.

Well some sellers have figured out a work around the
new requirements because I receive all my ebay stamp
purchases in stamped envelopes and have yet to see an
ebay label.

If there is a way to work around this new, very expensive shipping policy ebay has implemented for Top Rate Sellers to keep their status, I would really like to know it. Sorry to say but I don't think so. I had to relinguish my Top Rate Seller position because I refuse to change my free shipping and charge my customers a minimum of $1.64 or to raise my prices as both were sugguested to me by ebay. I want my customers to continue receiving stamps as postage. It is ridiculous to expect buyers to pay higher shipping cost than what some stamps are worth. This new policy is just another ploy for ebay to reap on final value fees since they profit from shipping charges and they also don't have to honor the 20% discount to very many, many sellers who have lost their status because, like me, have elected not to participate in this new costly policy. Top Rate status requirements should be seller's performance only. What shipping method sellers use should not be a factor. Ebay could at least have put a cap on the amount...for instance, delivery confirmation required if the item is over $25, etc.

The buyers, particularly those of stamps, do not want preprinted labels. They want real stamps on their mail.
They collect stamps. They get angry when they don’t get stamps.
This requirement also doubles (and more) the cost of shipping for sellers of stamps.
Neither the sellers nor the buyers of these items want traceability and the way that Ebay has set it up.
This means that sellers of stamps cannot achieve Top Rated – if we don’t use stamps we get lower buyer ratings and lose Top Rated. If we do use stamps, we lose Top Rated because of traceability.
Either way, we are screwed.

Just an update on the first class tracers. I checked on purchasing some more online and received an email back stating that they have been put on hold until early 2013. I was told the offices have sold out and they are not printing more until they do a system update to improve the tracking.

Just thought I would post the update on them.

Ebay wants you do do all this stuff and look what happens. I just got power seller icon today and it only shows up on my page, the buyers don't see it like they used too. Soon they may do the same with top rated. What is the sence of having the icon and us paying more for shipping and tracking if no one is going to see it. Really bad idea. how can we get them to change it back. 90% for tracking is a little high. Matybe 40-50% I could do for higher sales.
But not for a stamp that sells for .99.

Required Tracking for First Class Envelopes when it is not even available

As a postcard seller, this definitely affects me. Since tracking is not even available for a First Class Envelope, and even though I have a 14 day return policy and I ship next day, I will never achieve top rated seller status because I cannot get tracking. There is no First Class Envelope listed on the page where you print your shipping Lable. The Post Office will not track First Class Envelopes.
So, even though I have 100% feedback and meet all other requirements, I will not get the 20% off final value fee or come up higher in the listings. Many of you are in the same predicament.
This is through no fault of our own, folks, so I suggest everyone do as I did. it may or may not help but there is more power in lots of voices.
Call Ebay and ask to speak to a supervisor. They will present your concern at a weekly meeting so I was told by a superisor I spoke with today. I would assume if they get lots of the same concern presented, they will take a look at making an exception to tracking for a First Class Envelope. (There is no such thing.)
First you will be connected with someone that you may or may understand and who may not understand you. (I first talked to a man who never understood my concern even when I asked to speak to a superisor.)
Then write a letter to Ebay about this situation. The address is:

I said phooey to the whole thing, my DSR ratings are 4.84, 4.84, 4.85 and 4.79 down from what was usually 4.95s or higher. My give-a-skitter is broken. Could care less about DSRs or the discounts. Did I say phooey? Oh, I guess I did. Jeff Go to Covers!!

Just like the other contributers I can loose my rating and be penalized unfairly by a loss of exposure on the site which high priced items have.
Like the others I have used real stamps for postage since 1999 with out any problem. As a stamp dealer it is almost sinful to use a label instead of a stamp
Could eBay not put a value limit on the tracking requirement?
The problem has being running long enough to warrent some response from the originator

I see lots of names I recognise and I share your pain. I am a buyer and not a seller.
I posted an issue about a lost package on another board and will not repeat that here. However, I wonder what tracking numbers accomplish. I am able to show that my registered package was lost/stolen in New York. I know the seller has done his job and is not responsible (forget what EBay says) and there is a thief in New York. Quite a bit of money gone and no stamps. The tracking knowledge is just that.
As for stars, I have done what I can over 14 years to be understanding about late delivery, minor stamp issues, and damage in the mail. With stars, that means everyone gets 5 stars or nothing. The "nothing" usually occurs with very high P&H costs. Am I right that "nothing" does not damage the seller's standing with EBay?
Lastly, I am as crazy about our hobby as anyone, but I do not save stamps on letters or parcels. Dealers don't want them and they end up filling boxes in the closet. So, labels are fine with me and may help by not drawing attention to the envelope.

I had an auction a few weeks ago. Previously, Ebay gave me TRS status sometime earlier (despite the fact I have never used tracking aside from a few international registered mail shipments). In the middle of the last auction they dropped my status. You know what Ebay, I DON'T CARE! I didn't ask for it, I never complied to the shipping rules and NEVER WILL.
I sell low priced items and start everything at 99 cents regardless as what it is. I don't get requests for trackings. Neither I nor the buyer want it. My buyers do want stamps on the shipments and I enjoy putting them on the package as I see it as a way to support the hobby and it looks a world better than a printed label.
Bottom line: I have to do what is best for my buyers and myself. Not Ebay. Ebay can stick their entire shipping/tracking system you know where. It's not needed like a 5th wheel on a car. I know I'm doing what is right - the feedback is my proof and it's too bad Ebay cannot understand that.
