Not a stamp, a charity christmas seal and definitely not rare especially in that condition, sorry.

It's what's known as a "Cinderella", a term that pertains to labels like Xmas seals, charity, stamp exhibition, boy scout jamboree, and other such labels.

 

It's not rare at all.
