Hi everyone:

I've been tied up in meetings in the post-eBay Live frenzy this week and will be through tomorrow (Thursday). However, there are a number of really important policy questions I couldn't get to last Sunday that I'd like to try to address over the holiday weekend. These include:

1) Why doesn't eBay verify every member?
2) Why wouldn't eBay increase enforcement ("crack down" - my words) before launching new policy pages, tutorials, etc.?
3) Why won't eBay withhold fees for all policies?
4) Is there a difference between a fraud policy and a non-fraud policy?
5) Why doesn't eBay outline the exact consequences for each policy violation? (why do we use "may" instead of "will" all the time)?

and more.

I will try to post tomorrow once or twice. I may fail to get time. I will on either Friday (a day I'm taking off) or Saturday. If you'd like to outline a few more "big questions" - I'll try to address them. If the number gets too high - I may try to synthesize a bit rather than addressing each one individually. Please forgive me if it takes me a while or I don't get to them all. I'm waiting for things to slow down (holiday weekend) to get time.

I am hoping to cover several areas of policy with you, I hope for a plesant and respectful dialog to develop.

Ebay is moving policy in some good directions, and some not so good. It will be very interesting to hear what you have in store for sellers like myself.

This alone would take care of a significant amount of fraud on ebay.

Matt,

I am glad to see you came back, and am hoping that you will receive a much warmer welcome, and more co-operation from the board posters, than you did on your last visit.

One question I would like to ask of you, if you have the time to address it when you post again, is the issue of newly registered users, and the tutorials that are found in the Security Center.

I was wondering why these helpful tutorials are not brought to the attention of new users when they receive their "Welcome to eBay" emails?

It seems to me that a few of the issues that are raised here on the boards could have been prevented if new users were to read the information contained in those links. Do you not think it would be a good idea to give them these links as a sort of "starting" point to successful eBay transactions?

Hi, Matt,

I agree with Az, but I also think it should be taken a step further. Frankly, I think that buying/selling tutorials should be a must for any new member, as I have suggested many times. One can "suggest" until they are blue in the face, but perhaps making it a required action might help just a little.

Also, if the tutorial is mandatory, then a buyer/seller cannot claim they did not know the rules, and therefore eBay could "crack down" with more force, since users should know better.

Another poster mentioned that there should be a tutorial for FB as well. Is there a way that a member can be required to complete a tutorial for leaving FB before the first one is left? Even if the FB being left may be positive, once the tutorial is completed, perhaps the member will remember the points made.

I also think that each tutorial should have a "quiz" at the end, simliar to the tutorial that Rob posted a bot back. It may help make certain points "stick" in users minds.

Of course, this will not mean a thing if a user is registered to defraud or cause trouble, but for those who want to use eBay for the reason it is here, it may help just a little.

I agree. And if the buyer/seller doesn't pass the quiz, they don't get to buy/sell. They can register, but they can't do anything until they pass the quiz. Perhaps even have a bunch of questions so they can be shuffled and change from user to user.

If you'd like to outline a few more "big questions" - I'll try to address them.

I would like to know what the most effective way of reporting policy violations is.

I have one policy for which I report violations fairly regularly. I feel that I have an excellent understanding of this policy and the auctions that I report contain clearcut violations. I report via the policy specific webform. I was under the impression that reporters could somehow gain a reputation for accuracy, so I consistently report under the same ID which is my highest feedback ID.

For a while this spring (maybe March/April), it was easy to tell that the reports were being addressed quickly and effectively day in and day out. The auctions would be ended or auctions without bids would be edited by the sellers to comply with policy. However for the last few months it appears that no action is being taken in response to these reports. No auctions are ended and sellers continue to list auctions with the same policy violations over and over again. Enforcement might have improved a bit in the last few weeks, but I would still consider it spotty compared to earlier this spring.

If someone is going to take the time to report policy violations, what is the most effective way to do so?

Excellent question! I find that there is equal enforcement between the two IDs I report under (this and my selling ID which has substantially higher FB).

As someone posted on the other thread, I think that all of the webforms should allow space to specify the violation. For example, KWS. I've seen too many auctions with white on white or similar ways to include a huge list of words. If we cannot show the infraction within the webform, it may go unnoticed by the investigator.

I always start out by reporting using the policy specific webform. If that doesn't get results and the violation is particularly egregious, I will sometimes report subsequent problematic auctions using the "problems with a seller/my problem isn't listed" form which does give you space to write a comment. I've never tried to track the results so I don't have a feel for whether that is more effective than using the policy specific webform or not.

Another thing I try to do is report within the first 24 hours of a listing.
